How Congress could respond to the Mueller report

A nearly two-year investigation into Russian efforts to influence the 2016 election “does not exonerate” President Trump, Attorney General William Barr said in a summary of the Mueller report on Sunday, as Democrats consider whether there is enough evidence to impeach the president.
