[♪♪] >> Laura: GOOD EVENING AND WELCOME TO "KENTUCKY EDITION" FOR THIS THURSDAY, APRIL THIRD.
I'M LAURA ROGERS FILLING IN FOR RENEE SHAW.
SO GOOD TO HAVE YOU HERE WITH US THIS EVENING.
KENTUCKIANS ARE CLEANING UP TODAY FROM HEAVY RAIN, HIGH WINDS AND EVEN TORNADOES IN PARTS OF THE STATE.
IT WAS ROUND ONE IN A SERIES OF STORMS EXPECTED TO LAST THROUGH SUNDAY.
GOVERNOR ANDY BESHEAR DECLARED A STATE OF EMERGENCY YESTERDAY.
TODAY YOU LOOK BACK AT LAST NIGHT'S STORMS AND AHEAD TO WHAT WE CAN EXPECT THROUGH THE WEEKEND.
>> .
>> Gov.
Andy Beshear: LAST NIGHT WAS ROUGH FOR MANY.
I WAS UP TWICE WITH MY KIDS WITH THE BASEMENT WITH THE SIRENS COMING OFF.
WE HAD TORNADOES TOUCHDOWN A NUMBER OF PLACES IN KENTUCKY INCLUDING IN MCCRACKEN COUNTY WHERE THE AIRPORT WAS HIT AND SUSTAINED DAMAGE AS WELL AS IN JEFFERSON COUNTY WHERE A NUMBER OF COMMERCIAL BUILDINGS SUSTAINED SOME DAMAGE.
THANKFULLY, WE DO NOT HAVE ANY REPORTED FATALITIES AS OF TODAY.
AND ONLY A FEW INJURIES WITH A FAMILY INJURED IN FLYING DEBRIS IN BALLARD COUNTY.
THOSE ARE THE ONLY KNOWN INJURIES AT THE MOMENT.
ONE INJURY TO THAT FAMILY WAS MORE SIGNIFICANT THAN THE OTHERS.
I AM AWAITING AN UPDATE ON THAT INDIVIDUAL.
SATURDAY'S FORECAST IS A LITTLE WORSE THAN FRIDAY.
AGAIN, WE HAVE AN ENHANCED RISK OF TWO ACROSS MUCH OF THE COMMONWEALTH SO WE'RE EXPECTING MORE STORMS THAT DAY.
AGAIN, YOU CAN HAVE THE LARGE HAIL AND STRONG GUSTY WINDS.
THESE FORECASTS ARE CHANGING AS THE DAYS GO BY.
BUT WHAT YOU SHOULD TAKE AWAY IS RAIN THIS AFTERNOON AND THIS EVENING.
SOME CAN BE SIGNIFICANT AND SEVERE.
A CHANCE FOR THEM TOMORROW.
BUT LESS AND SATURDAY IT LOOKS LIKE WE WILL HAVE A LOT OF RAIN THAT, AGAIN, IS GOING TO ACCUMULATE.
LET'S GO TO THE NEXT ONE.
ALL RIGHT.
THIS IS JUST THE ADDITIONAL RAIN WE EXPECT ON TOP OF WHAT WE GOT LAST NIGHT WHICH WAS SIGNIFICANT IN SOME PLACES.
WHAT THAT MEANS, IN WESTERN KENTUCKY BETWEEN LAST NIGHT AND THE END OF SATURDAY, YOU COULD HAVE A FOOT OF RAIN THAT CAME IN JUST THOSE SERIES OF DAYS.
AND WHAT THAT MEANS, IS FLASH FLOODING IS POSSIBLE.
THAT IS THAT QUICK FLOODING WHEN A LOT OF WATER COMES DOWN.
THAT SOMETIMES GETS PEOPLE IN THEIR HOMES.
AND THEN, WIDESPREAD RIVER FLOODING.
AND THAT'S WHAT OFTENTIMES COVERS ROADS FOR A PERIOD OF TIME.
AND CAN REALLY BE LIFE-THREATENING.
>> Laura: BE WARY OF RISING WATERS.
AND LET'S LOOK AT SOME OF THE DAMAGE FROM LAST NIGHT N NORTHERN KENTUCKY POWERFUL WINDS CAUSED A TREE TO UPROOT AND CRUSH A HOME IN ERLANGER AT 12:30 THIS MORNING.
THREE PEOPLE WERE INSIDE AT THE TIME.
EMERGENCY CREWS HAD TO RESCUE ONE OF THEM.
NEIGHBORS TOLD US THE CRASH SOUNDED LIKE A TRAIN COMING THROUGH THE STREET.
MORE THAN 10,000 NORTHERN KENTUCKIANS WERE WITHOUT POWER TODAY.
MOST OF THAT HAS NOW BEEN RESTORED ACCORDING TO DUKE ENERGY.
SEVERAL ROADS WERE ALSO SHUT DOWN TO FLOODING AND DOWNED TREES.
MANY SCHOOLS WERE ON A DELAYED SCHEDULE AND SOME DISTRICTS LIKE CAMPBELL, PEND ELTON AND CARROLL COUNTY SCHOOLS CLOSED FOR TODAY.
>>> THIS IS THE SCENE IN GARRET COUNTY ALONG HIGHWAY 39 AND IT WAS A SIMILAR SCENE IN MADISON COUNTY WITH WINDS KNOCKING DOWN TREES AND CAUSING DAMAGE TO BUILDINGS.
>>> THE NATIONAL WEATHER SERVICE CONFIRMS A TORNADO TOUCHED DOWN IN JEFFERSON COUNTY.
LOUISVILLE MAYOR CRAIG GREENBERG DECLARED A STATE OF EMERGENCY FOR THE COUNTY AND SAYS SOME OF THE DAMAGE IS IN THE JEFFERSONTOWN AND MIDDLETOWN AREAS.
>> Gov.
Andy Beshear: THE GOOD NEWS -- >> THE GOOD NEWS IS WE ARE UNAWARE OF INJURIES THAT ARE A RESULT OF THE STORM LAST NIGHT.
WE'RE FORTUNATE THAT WHEN THE STORM CAME THROUGH AND WHEN THE STRONG DAMAGING WINDS CAME THROUGH NONE OF THE AREAS BEHIND US HAD AREAS OF DAMAGE THAT WE'RE SEEING TODAY.
NOBODY WAS HURT.
THAT IS THE GOOD NEWS.
BUT, OF COURSE, MANY BUSINESSES, HOMES, SUFFERED VERY SIGNIFICANT DAMAGE IN AND AROUND THE J TOWN MIDDLETOWN AREA.
>> Laura: FLOODING REMAINS A CONCERN AND IN AND AROUND LOUISVILLE FOR THE WEEKEND.
MAYOR GREENBURG SAID THAT COULD IMPACT THUNDER OVER LOUISVILLE.
THE KICKOFF EVENT TO THE KENTUCKY DERBY FESTIVAL IS A WEEK FROM SATURDAY.
>>> A BIG CHANGE IS ON YOUR WAY TO THE STATE OF GOVERNMENT.
ERIC FRIEDLANDER WILL RETIRE AS SECRETARY OF THE CABINET FOR HEALTH AND FAMILY SERVICES ON AUGUST 1 AND THE CURRENT COMMISSIONER Dr. STEVEN STACK WILL TAKEOVER FOR ERIC FRIEDLANDER.
GOVERNOR BESHEAR ANNOUNCED THE MOVES IN THE NEWS CONFERENCE AND WE HEARD FROM ERIC FRIEDLANDER AND STEVEN STACK.
>> TO THE CABINET FOR HEALTH AND FAMILY SERVICES EMPLOYEES THE GOVERNMENT EMPLOYEES WHO HAVE COME UNDER A LOT OF STRESS, RIGHT?
WHO HAD SOME OF THEIR AT THE FEDERAL LEVEL THEIR JOBS DENIGRATED H THANK YOU.
IT HAS BEEN AN HONOR TO SERVE YOU.
PUBLIC SERVICE IS A CALLING.
PUBLIC SERVICE MEANS THAT THE PEOPLE THAT WORK FOR ALL OF GOVERNMENT AND PARTICULARLY I'M BIASED FOR THE CABINET OF HEALTH AND FAMILY SERVICES, WE WORK TO LIFT PEOPLE UP.
WE WORK TO LIFT INDIVIDUALS AND COMMUNITIES WHEN THEY FACE CHALLENGES.
WE WORK TO LIFT THEM UP.
PARTNERS, CABINET EMPLOYEES, WE ALWAYS TRY TO BE THE LIGHT WHEN FOLKS COME ACROSS CHALLENGES.
>> LET ME BEGIN BY THANKING ERIC FRIEDLANDER.
HE HAS HAD AROUND FOUR DECADES OF SERVICE TO THE PEOPLE OF THE COMMONWEALTH.
THE OVERWHELMING MAJORITY IF NOT ALL IN THE CABINET FOR HEALTH AND FAMILY SERVICES.
YOU COULDN'T HAVE SOMEONE MORE KINDNESS, CARING AND WISDOM IN LEADING THE CABINET DURING DIFFICULT TIMES AS WE FACED THE COVID CRISIS.
ERIC, THANK YOU SO MUCH.
IT'S BEEN WONDERFUL TO HAVE YOU AS A BOSS.
I COULDN'T HAVE WISHED FOR BETTER AND IT'S BEEN A PRIVILEGE TO SERVE WITH YOU.
I WOULD LIKE TO SAY THANK YOU TO THE EMPLOYEES AT THE DEPARTMENT OF PUBLIC HEALTH AT THE STATE AND THE LOCAL HEALTH DEPARTMENT EMPLOYEES.
KENTUCKIANS WE HAVE 4,000 PEOPLE DEDICATED TO SUPPORTING YOU EVERYDAY IN ALL SORTS OF THINGS THAT WE DON'T OFTEN TALK ABOUT, BUT WHICH MAKE A TREMENDOUS IMPACT IN THE QUALITY AND SAFETY OF YOUR LIVES DAY IN AND DAY OUT.
>> Laura: THE GOVERNOR SAYS ONCE Dr. STACK IS IN PLACE AS SECRETARY THE TWO WILL PICK A REPLACEMENT FOR STACK AS COMMISSIONER FOR PUBLIC HEALTH.
>>> YESTERDAY PRESIDENT DONALD TRUMP IMPOSED TARIFFS ON ALL IMPORTS SENT TO THE UNITED STATES A 10% TARIFF ON EVERY COUNTRY WITH HIGHER RATES ON SOME NATIONS.
A MOVE DENOUNCED BY BOTH OF KENTUCKY'S REPUBLICAN SENATORS.
MITCH McCONNELL AND RAND PAUL JOINED TWO REPUBLICANS AND ALL DEMOCRATS TO VOTE AGAINST THE TARIFF ON CANADA.
THEY VOTED TO END THE EMERGENCY POWERS THAT ENABLE TRUMP TO IMPOSE THE TARIFF.
THE VOTE WAS 51-48.
IT IS MOSTLY SYMBOLIC.
THE REPUBLICAN-LED HOUSE WOULD HAVE TO AGREE TO CHANGE THE EMERGENCY LAW AND PRESIDENT TRUMP WOULD HAVE TO SIGN OFF ON THE CHANGE, WHICH IS UNLIKELY.
HERE IS SOUND FROM RAND PAUL ON U.S. SENATE FLOOR DURING THE DEBATE.
>> WITH REGARD TO TARIFFS, LET'S BE VERY CLEAR: TARIFFS ARE SIMPLY TAXES.
TARIFFS DON'T PUNISH FOREIGN GOVERNMENTS THEY PUNISH AMERICAN FAMILIES.
WHEN WE TAX IMPORTS WE RAISE THE PRICE OF FORT D FROM GROCERIES TO SMARTPHONES TO WASHING MACHINES TO PRESCRIPTION DRUGS EVERY DOLLAR COLLECTED IN TARIFF REVENUE COMES OUT OF THE POCKETS OF AMERICAN CONSUMERS.
CONSERVATIVES USED TO UNDERSTAND THAT TARIFFS ARE TAXES ON THE AMERICAN PEOPLE.
CONSERVATIVES USED TO BE UNIFORM ALI OPPOSED TO RAISING TAXES BECAUSE WE WANTED THE PRIVATE INDIVIDUALS TO KEEP MORE INCOMES WE WERE FOR LOWER TAXES.
NOW THE MANTRA THAT IS COMING IS WE WANT HIGHER TAXES.
WHAT HAPPENED?
DID WE ALL OF A SUDDEN GIVE UP ALL THE THINGS WE USED TO BELIEVE IN AS CONSERVATIVES?
I HAVEN'T.
I STILL THINK MORE TAX SENIOR CITIZEN BAD FOR THE ECONOMY.
MORE MONEY TAKING OUT OF THE PRIVATE SECTOR AND GIVEN TO THE GOVERNMENT IS A MISTAKE.
>> Laura: THERE'S MORE.
SENATOR PAUL ALSO SAYS HE IS AGAINST THE PRINCIPLE OF ONE PERSON HAVING THE POWER TO RAISE TARIFFS.
HE SAYS THIS IS A DECISION THAT SHOULD INVOLVE CONGRESS.
>>> AND SENATOR MITCH McCONNELL PUT OUT THIS STATEMENT.
QUOTE TARIFFS DRIVE UP THE COST OF GOODS AND SERVICES THEY ARE A TAX ON EVERYDAY WORKING AMERICANS, PRESERVING THE LONG-TERM PROSPERITY OF AMERICAN INDUSTRY AND WORKERS REQUIRES WORKING WITH OUR ALLIES NOT AGAINST THEM WITH SO MUCH AT STAKE, GLOBALLY, LAST THING WE NEED IS TO PICK FIGHTS WITH THE FRIENDS WITH WHOM WE SHOULD BE WORKING WITH TO PROTECT AGAINST CHINA'S PREDATORY AND UNFAIR TRADE PRACTICES.
UNQUOTE.
SENATOR McCONNELL SAYS THE TARIFFS WILL BE HARD ON EVERY BUT ESPECIALLY KENTUCKY FARMERS THEY SELL THEIR CROPS AROUND THE GLOBE AND PLUS THE BOURBON INDUSTRY AND THE MANUFACTURING SECTOR.
>>> KENTUCKY DEMOCRATS ARE CRITICIZING THE NEW TARIFFS WE HAVE A STATEMENT FROM COLMON ELRIDGE CHAIR OF THE DEMOCRATIC PARTY QUOTE WITH THESE TARIFFS PRESIDENT TRUMP IS GAMBLING WITH THE LIVES OF HARD-WORKING KENTUCKIANS WHO ARE WAITING FOR HIM TO FULFILL HIS PROMISE OF LOWERING THE COST OF LIVING ON DAY ONE.
INSTEAD, HE IS DOUBLING DOWN ON DEMANDS THAT HANDCUFFED OUR SIGNATURE BOURBON INDUSTRY AND JEOPARDIZED BILLIONS OF DOLLARS IN TRADE WITH KENTUCKY'S TOP EXPORT MARKET LIKE CANADA.
TRUMP'S HOLLOW PROMISES ARE ANYTHING BUT LIBERATION FOR PEOPLE PAYING THOUSANDS ANOTHER EACH YEAR FOR EVERYDAY NEEDS AS A RESULT OF HIS DESTRUCTIVE TARIFFS.
UNQUOTE.
>>> TURNING TO STATE POLITICS GOVERNOR ANDY BESHEAR IS CHALLENGING A LAW IN COURT.
THE GOVERNOR IS SUING TO BLOCK THE IMPLEMENTATION OF HOUSE BILL 6.
THE BILL SEEKS TO IN MOST CASES PREVENTS, USE ACTIVE BRANCH AGENCIES FROM FILING OR AMENDING ADMINISTRATIVE REGULATIONS RULES FOR HOW LAWS SHOULD BE APPLIED.
THE LAWSUIT CALLS IT THE LATEST POWER GRAB ARGUING IT UNCONSTITUTIONALLY GIVES LEGISLATIVE CONTROL OVER EXECUTIVE BRANCH REGULATIONS.
THE GOVERNOR SAYS RESTRICTIONS IN THE BILL WOULD PREVENT THE EXECUTIVE BRANCH FROM IMPLEMENTING SENATE BILL 100 WHICH WOULD REGULATE AND LICENSE VAPOR PRODUCTS.
THE CASE IS IN FRONT OF JUDGE PHILLIP SHEPHERD WHO IS SCHEDULED TO REVIEW THE CASE AGAIN AT THE END OF THE MONTH.
>>> THE LAWSUIT IS THE LATEST BACK AND FORTH BETWEEN THE GOVERNOR AND THE REPUBLICAN DOMINATED LEGISLATURE.
THAT IS BECAUSE GOVERNOR BESHEAR ALSO SAYS NEARLY A DOZEN BILLS WERE PASSED WITHOUT THE APPROPRIATE FUNDING.
ONE OF THE BILLS IS SENATE BILL 89, WHICH SCALES BACK PROTECTIONS FOR KENTUCKY'S SHALLOW WATERWAYS BY ALIGNING STATE REGULATIONS WITH WEAKER FEDERAL ONES.
IN A LETTER IN THE FINAL DAYS OF THE SESSION, THE GOVERNOR SAID SENATE BILL 89 WOULD COST $2 MILLION A YEAR.
AND ADDED QUOTE THE OMISSION OF AN APPROPRIATION IS THE SAME AS ELIMINATION.
IF A BILL INCLUDES NEW EXPENDITURE REQUIREMENTS IT'S EXPECTED AN APPROPRIATION WILL BE PROVIDED FOR ITS IMPLEMENTATION.
>>> SENATE PRESIDENT ROBERT STIVERS CRITICIZED THE GOVERNOR'S COMMENTS AND ACCUSED HIM OF DODGING RESPONSIBILITIES.
HE ADDED THAT QUOTE BESHEAR ROUTINELY MAKES EXCUSE IF HE CONTINUES TO OPERATE OUT OF CONSTITUTIONAL ROLE THE LEGISLATURE STANDS READY TO RESPOND.
DAVID MEADE ALSO ADDRESSED THE GOVERNOR'S CONCERNS MONDAY ON "KENTUCKY TONIGHT".
>> WHAT HAPPENS IN THE BUDGETING PROCESS WE DON'T LINE ITEM EVERYTHING THAT IS GOING TO BE IN A BUDGET.
THE CABINET FOR HEALTH AND FAMILY SERVICES GIVE US A BUDGET THAT THEY NEED AND WE GIVE THEM THAT WITHOUT LINE ITEMING EVERY ITEM TO IMPLEMENT THE PROGRAMS THEY FEEL NECESSARY.
THE ONLY TIME WE LINE ITEM IS TO HIGHLIGHT IT AND POINT OUT WE ARE PUTTING MONEY IN THERE FOR THIS SPECIFIC PROGRAM.
WHEN WE PASS LAWS OUTSIDE OF THAT BUDGET PROCESS THAT DON'T HAVE APPROPRIATION POINTED TO IT, THE INTENT IS THAT HE HAS THE MONEY IN HIS BUDGET TO BE ABLE TO IMPLEMENT THOSE LAWS WITHOUT US HAVING TO APPROPRIATE ANYTHING FURTHER THAT IS WHAT THE SUPREME COURT OPINION ELUDES TO.
AS I SAID HE DECIDED TO TAKE THAT UPON HIMSELF.
>> Laura: ANDREW MCNEILL SERVED AS DEPUTY STATE BUDGET DIRECTOR UNDER FORMER GOVERNOR MATT BEVIN HE SAYS BOTH THE EXECUTIVE BRANCH AND THE LEGISLATIVE BRANCH HAVE GOOD ARGUMENTS AND HE SUGGESTED A WAY FOR BOTH SIDES TO MOVE FORWARD.
>> I DO THINK THAT BOTH SIDES ARE RIGHT.
BOTH SIDES HAVE LEGITIMATE CRITICISMS OF THE OTHER BRANCH.
BOTH SIDES HAVE REASONS TO BELIEVE THAT THERE'S POLITICS AT PLAY.
BUT WHEN YOU CONSIDER WHAT THE LEGISLATURE'S CRITICISM HAS BEEN, CLEARLY THERE HAVE BEEN TIMES THAT THE BESHEAR ADMINISTRATION HAS UTILIZED SOME DISCRETIONARY FUNDING TO IMPLEMENT THE FUNCTION AND MISSION OF THEIR AGENCIES.
AND EVEN TAKE ON SOME LARGER SCALE INITIATIVES THAT HAVE TAKEN A CONSIDERABLE AMOUNT OF RESOURCES.
SO I DO THINK THAT IT'S THE EXECUTIVE BRANCH TYPICALLY DOES HAVE AT ITS DISPOSAL RESOURCES TO EXECUTE THE LAWS ENACTED BY THE GENERAL ASSEMBLY.
AT THE SAME TIME, I'VE HAD ABOUT FIVE YEARS OF EXPERIENCE SERVING IN THE EXECUTIVE BRANCH IN MULTIPLE AGENCIES.
AND THERE REALLY IS THIS TENDENCY BY THE LEGISLATIVE BRANCH TO ENACT UNFUNDED MANDATES.
AND TO JUST INDICATE TO THE EXECUTIVE BRANCH THAT THEY HAVE TO FIGURE IT OUT.
THIS IS WHAT THEY ARE DIRECTED TO DO.
THEY ARE DIRECTING THE EXECUTIVE BRANCH TO DO.
AND IT'S UP TO THEM TO FIND THE RESOURCES, FIND THE TIME, FIND THE STAFF, HIRE THE CONSULTANTS, HIRE THE OUTSIDE HELP, IF NEEDED, TO TAKE CARE OF THESE MANDATES.
AND SO I'M ACTUALLY IN SOME RESPECTS SYMPATHETIC TO WHAT THE BESHEAR ADMINISTRATION IS SAYING.
IN THAT THERE ARE CRITICAL PRIORITIES THAT THE LEGISLATURE WANTS A CABINET OR AGENCY TO UNDERTAKE, YOU KNOW, ENGAGE IN A DIALOGUE WITH THOSE AGENCIES, WITH REPRESENTATIVES OF THE GOVERNOR'S OFFICE TO DETERMINE IF SOME RESOURCES ARE REQUIRED TO MOVE FORWARD.
YOU KNOW, THE WAY FORWARD IS TO SET ASIDE SOME OF THIS BICKERING AND WORK ON BEHALF OF THE PEOPLE OF THIS STATE, TO MAKE SURE THAT IMPORTANT INITIATIVES ARE BEING UNDERTAKEN, THAT PROGRAMS THAT HAVE MEANINGFUL IMPACTS ON KENTUCKIANS' LIVES ARE BEING SUPPORTED.
I THINK THAT IT'S QUITE POSSIBLE IF AND WHEN SOME OF THIS POLITICAL PETTINESS IS NO LONGER THE IMPEDIMENT TO MAKING PROGRESS.
[♪♪] >> Laura: THE UNIVERSITY OF LOUISVILLE'S NEW PRESIDENT SAYS THE SCHOOL IS ON TRACK TO BREAK ITS ENROLLMENT RECORD FOR A SECOND YEAR IN A ROW.
PRESIDENT GERRY BRADLEY DISCUSSED SOME OF HIS PRIORITIES DURING A MEDIA AVAILABILITY THIS MORNING.
THE EXECUTIVE VICE-PRESIDENT AND UNIVERSITY PROVOST WAS NAMED NEW PRESIDENT LAST WEEK AFTER THE RESIGNATION OF KIM SCHATZEL WHO HELD THE ROLE FOR JUST TWO YEARS.
>> CHOOSING A NEW PRESIDENT COMES IN AND THEY TALK ABOUT THE NEW VISION AND THE REALITY IS I'VE BEEN A PART OF THE UNIVERSITY NINE YEARS.
I HAVE A UNIQUE PERSPECTIVE THAT I'VE BEEN INVOLVED IN THE STRATEGIC PLAN IS ADMINISTERED OUT OF MY OFFICE.
FROM THE STANDPOINT OF WHAT MY VISION IS YOU SEE IT CLEARLY IN THE STRATEGIC PLAN THAT WE HAVE.
>> Laura: PRESIDENT BRADLEY DISCUSSED HOUSE BILL 4 WHICH BANS DIVERSITY, EQUITY AND INCLUSION AT KENTUCKY'S PUBLIC UNIVERSITIES THE LEGISLATURE OVERTURNED GOVERNOR BESHEAR'S VETO.
>> WE ARE STILL WORKING OUT THE LANGUAGE IN THE BILL.
BECAUSE WE HAVE QUESTIONS ABOUT IT.
AND I SPEAK FOR WE HAVE QUESTIONS I'M TALKING ABOUT ALL OF THE PRESIDENTS IN THE UNIVERSITIES ACROSS THE COMMONWEALTH.
ARE STILL TRYING GET CLARIFICATION AS THIS BILL WAS FINALLY DROPPED OVERRIDE THE VETO WHAT THAT IMPLEMENTATION IS GOING TO LOOK LIKE FOR JUNE 20TH 2025.
WE ARE WORKING AS A GROUP AMONG THE PRESIDENTS TO GET MORE INFORMATION.
AND CLEARLY OUR INTENT IS WE WILL COMPLY WITH THE LAW.
BUT WE WILL CLEARLY CONTINUE WITH OUR MISSION, WHICH IS TO MAKE EVERY PERSON FEEL LIKE THEY BELONG HERE.
>> Laura: BRADLEY ALSO ACKNOWLEDGED CHALLENGES RELATED TO FEDERAL FUNDING FOR RESEARCH AND HE SAID THE UNIVERSITY ISIC TAKING A PROTECTIVE MEASURE BY INSTITUTING A FOUR-MONTH HIRING FREEZE FOR FULL-TIME STAFF AND FACULTY.
>>> THE UNIVERSITY OF KENTUCKY IS ALSO TRYING TO DETERMINE THE FULL IMPACT OF A TRUMP ADMINISTRATION ORDER TO GET GRANTS PROVIDED BY THE NATIONAL INSTITUTES OF HEALTH AND FEDERAL AGENCIES.
ACCORDING TO THE PRESIDENT, THE CUTS WILL MEAN THE LOSS OF TENS OF MILLIONS OF DOLLARS FOR THE UNIVERSITY.
AT A CONFERENCE FOR RESEARCHERS THEY SAY IT WILL DISRUPT CRITICAL RESEARCH AND HEALTH ISSUES AFFECTING KENTUCKIANS INCLUDING CANCER, HEART DIABETES AND SUBSTANCE USE DISORDER.
>> OUR CENTER INTENDS TO BRING PEOPLE TOGETHER TO STUDY AND TO PROMOTE TRANSLATIONAL SCIENCE.
WHAT IS TRANSLATIONAL SCIENCE?
IT'S MOVING THE NEEDLE FROM THE TEST TUBE TO ANIMALS TO HUMANS AND THEN TO COMMUNITIES OF HUMANS AND EVENTSLY TO PRACTICE TO GET TREATMENT NEW TREATMENT TO PEOPLE AND WHERE THEY LIVE INTO THEIR COMMUNITIES.
MOVING PEOPLE, MOVING DISCOVERIES FROM BENCH TO BEDSIDE AS THEY SAY.
>> IT IS THE ONLY CONFERENCE ON CAMPUS THAT BRINGS TOGETHER ALL OF OUR RESEARCHERS.
THE KEY ASPECT IT'S TRANSLATIONAL RESEARCH SO YOU HAVE PEOPLE AGAIN WORKING FROM BASIC SCIENCE TO CLINICAL TRIALS AND OUT IN THE COMMUNITY.
ALL COMING TOGETHER.
AND PEOPLE STUDYING ALL TYPES OF DIFFERENT DISEASES.
AGAIN DIABETES, CANCER, ADDICTION THIS IS THE ONE TIME OF YEAR THAT WE GET TOGETHER IN ONE SPACE AND SHARE OUR WORK.
MY RESEARCH IS TO UNDERSTAND BASIC MECHANISMS OF SUBSTANCE USE DISORDER AS WELL AS TO IDENTIFY AND ADVANCE TREATMENTS.
WE FACE MAJOR ISSUES AROUND ADDICTION AND IT IS A STRONG RESEARCH AT U.K. MY RESEARCH IS HUMAN LABORATORY WORK TO UNDERSTAND BASIC MECHANISMS AND DO CLIB CAL TRIALS TO TEST THE EFFICACY OF TREATMENTS.
>> ONE THING TO DISCOVER SOMETHING IN A MOUSE AND THAT MIGHT BE IMPORTANT BUT ULTIMATELY, WE WANT TO GET TREATMENTS TO PEOPLE, TO PEOPLE WHO REALLY NEED IT AND SOMETIMES THE PEOPLE WHO NEED IT THE MOST ARE THE MOST REMOTE AND MOST HARD TO REACH.
EITHER BECAUSE THEY LIVE IN A RURAL AREA OR THEY ARE DISTRUSTFUL OF THE MEDICAL PROFESSION AND IN SOME WAYS DON'T HAVE GOOD ACCESS THAT IS AN IMPORTANT PART OF RESEARCH TO GET IT TO PEOPLE WHO NEED IT THE MOST.
>> NIH FUNDS A LOT OF RESEARCH AT THE UNIVERSITY OF KENTUCKY.
THIS RUNS THE SPECTRUM FROM VERY BASIC SCIENCE PRECLINICAL RESEARCH WITH ANIMALS AND MEDICATIONS DEVELOPMENT ALL THE WAY OUT INTO THE COMMUNITY TRYING TO UNDERSTAND HOW TREATMENTS WORK, HOW THE COMMUNITIES MIGHT LIKED TREATMENTS.
WHETHER THEY ARE EFFECTIVE.
THIS SUPPORTS JOBS, IT HELPS US SUPPORT BASIC INFRASTRUCTURE.
EQUIPMENT TO DO OUR WORK.
REGULATORY ASPECTS OF OUR RESEARCH.
SO NIH FUND SOMETHING CRUCIAL TO MAKING THAT DID.
WE ARE ALWAYS WORRIED ABOUT NIH FUNDING ALTHOUGH THINKING ABOUT IT TO HELP US DO OUR RESEARCH AND ALSO TO IMPROVE THE HEALTH OF AMERICANS.
MY WORK IS ADDICTION FOCUSED BUT WE HAVE CANCER, RESEARCHERS, ALZHEIMER'S RESEARCHERS, PEOPLE DOING WORK ON STROKE, DIABETES ALL NIH FUNDED REALLY VITAL TO THE MISSION OF THE UNIVERSITY AS WELL AS IMPROVING THE HEALTH OF THE CITIZENS OF COMMONWEALTH.
>> WHEN FUNDING IS NOT AVAILABLE OVERALL FOR THE FIELD, THAT MEANS THAT PERHAPS TREATMENTS WILL NOT BE IDENTIFIED OR DELIVERED OR ADVANCED.
WE MIGHT BE MISSING OUT ON BASIC DISCOVERY THAT REALLY IN FOUR, FIVE, 10 YEARS COULD REVOLUTIONIZE THE CURES WE CAN BRING TO OUR PATIENTS BOTH AT U.K. AND THROUGHOUT THE COUNTRY.
[♪♪] >> Laura: HAMILTON, BEAUTY AND THE BEAST, THE OUTSIDERS AND MJ, THE MICHAEL JACKSON MUSICAL.
SO MANY GOOD ONES ALL SOME OF THE BIG SHOWS COMING TO THE NEW SEASON OF PNC'S BROADWAY IN LOUISVILLE.
WE GO BEHIND THE CURTAIN TO LEARN WHAT GOES INTO BRINGING BROADWAY TO KENTUCKY AND WHAT THE SHOWS BRING TO THE STATE.
>> WE TALK A LOT ABOUT THE ECONOMIC IMPACT OF VARIOUS THINGS PARTICULARLY WHEN IT COMES TO DOWNTOWN.
WHEN LOUISVILLE'S DOWNTOWN DOES WELL, IT BODIES WELL FOR THE ENTIRE STATE.
>> NO IT ISN'T.
AND AS I SAID, WE'RE PULLING PEOPLE AND KIDS FOR OUR EDUCATION PROGRAM, GOVERNOR'S SCHOOL FOR THE ARTS.
ALL OF THESE THINGS IMPACT OUR ENTIRE COMMUNITY, OUR STATE.
SOUTHERN INDIANA AS WELL.
AND SO WE HOPE TO CONTINUE TO BOOK MORE SHOWS.
TYPICALLY WE HAVE EIGHT OR NINE 10 WEEKS OF THEATER.
I THINK NEXT YEAR WE'LL HAVE 12 WEEKS.
THE MORE WE CAN DO, THE MORE WE CAN DO.
>> YEAH.
WHAT IS THAT VISION?
WHAT IS YOUR VISION FOR THE FUTURE OF THE ORGANIZATION?
>> GOSH, I WOULD LOVE CINCINNATI IS WHAT WE CALL A TWO-WEEK MARKET.
EVERY SINGLE SHOW COMES IN AND SITS AND PLAYS 16 PERFORMANCES.
I WOULD LOVE TO GET TO A POINT WHERE WE'RE IN THAT PLACE.
IT GIVES US MUCH MORE OPPORTUNITY FOR EDUCATION BECAUSE IF THEY ARE NOT TRAVELING ON MONDAYS AND SUNDAYS I CAN GET THEM TO SIT AND MONDAY IS A DAY OFF.
I ALSO WOULD LOVE FOR THE SHOWS TO BE ABLE TO EXPERIENCE OUR COMMUNITY, BECAUSE WHEN THEY COME IN, IN AND OUT SO FAST FOUR SHOWS ON THE WEEKEND THEY DON'T GET A TASTE OF LOUISVILLE OR KENTUCKY.
IF THEY WERE HERE FOR TWO WEEKS MONDAY IS AN OFF TAKE, SO I THINK WE ALL FEEL PROUD WHEN PEOPLE LEAVE AND SAY WOW WHAT A GREAT TIME WE HAD AND WE GOT TO DO THESE THINGS.
AND IT WOULD ALLOW MORE TIME FOR THAT.
MORE SHOWS.
THAT IS THE VISION.
